Job Overview
We are looking for an experienced Senior HSE Engineer to support the implementation and continuous improvement of Health, Safety and Environment (HSE) systems across engineering and operational activities in Dubai.
The role focuses on risk assessment, safety inspections, regulatory compliance, emergency preparedness, HSE training, incident investigation, and environmental protection. The successful candidate will provide technical HSE guidance and help ensure that workplace activities meet company policies, applicable legislation, and recognized safety standards.
Key Responsibilities
HSE Compliance and Risk Management
- Conduct detailed health, safety, and environmental risk assessments.
- Identify workplace hazards and evaluate associated risks.
- Recommend appropriate preventive and corrective measures to minimize incidents.
- Review protection and prevention systems to ensure they meet applicable standards.
- Verify compliance with company HSE policies, procedures, and relevant international requirements.
- Monitor implementation of corrective and preventive actions.
HSE Integration and Technical Review
- Integrate HSE requirements into engineering, operational, and project activities.
- Review technical documents, engineering designs, and work processes from a safety perspective.
- Identify potential health, safety, and environmental risks during design and operational reviews.
- Provide technical recommendations to improve workplace safety and environmental performance.
Training and Safety Awareness
- Develop HSE awareness materials and support safety training programs.
- Conduct or assist with HSE induction and awareness sessions for employees and contractors.
- Communicate safety procedures, regulatory requirements, and workplace hazards clearly.
- Promote a strong safety culture across the organization.
Emergency Preparedness and Response
- Develop, review, and maintain emergency response procedures and plans.
- Support emergency preparedness programs, drills, and response exercises.
- Assist in developing site evacuation procedures and emergency communication materials.
- Identify opportunities to improve emergency response capabilities.
HSE Monitoring and Reporting
- Conduct regular HSE inspections and monitor workplace conditions.
- Collect and analyze HSE compliance and safety performance data.
- Prepare detailed HSE inspection and compliance reports.
- Document findings, identify areas requiring improvement, and recommend corrective actions.
- Monitor the progress and closure of identified HSE actions.
Site Inspections and Audits
- Conduct workplace safety inspections, audits, and compliance checks.
- Identify unsafe conditions, practices, and potential environmental risks.
- Record inspection observations and communicate required corrective measures.
- Follow up with responsible teams to ensure identified issues are resolved.
- Support internal and external HSE audits when required.
Incident Investigation and Documentation
- Maintain HSE records, incident logs, inspection reports, and related documentation.
- Support investigations following workplace incidents and near misses.
- Assist with root-cause analysis and development of corrective and preventive actions.
- Analyze incident information to identify recurring risks and improvement opportunities.
Continuous Improvement
- Review HSE procedures and recommend improvements based on industry practices and operational experience.
- Analyze safety trends and performance indicators to identify areas for improvement.
- Support initiatives designed to strengthen HSE systems and workplace safety performance.
- Identify opportunities to improve HSE processes through technology, automation, and better working practices.
General Responsibilities
- Develop and maintain technical and professional skills relevant to the role.
- Complete planned HSE activities according to established schedules and operational objectives.
- Use available resources effectively while maintaining required quality and safety standards.
- Prepare periodic reports highlighting completed activities, deviations, findings, and corrective actions.
- Address routine HSE-related problems and escalate complex issues to the appropriate management level.
- Support the development and implementation of effective quality-control processes.
- Follow approved company policies, procedures, work instructions, and management systems.
- Ensure compliance with applicable health, safety, quality, environmental, and legal requirements.
- Contribute to continuous improvement of HSE systems and operational processes.
Education Requirements
- Bachelor’s degree in Safety Engineering or a relevant engineering or HSE-related discipline.
Experience Required
- 5–10 years of relevant professional experience in Health, Safety and Environment, safety engineering, HSE management, or a related field.
- Practical experience in safety inspections, risk assessment, HSE compliance, and workplace safety management is preferred.
