The Development Manager will oversee consultants, project teams, procurement activities, budgets, approvals, and project performance. Candidates with strong experience in real estate development, project management, retail, hospitality, or large-scale mixed-use developments are well suited for this position.

Key Responsibilities

Real Estate Development & Planning

  • Support the strategic direction and development of the Dubai Festival City Masterplan.
  • Manage development projects throughout the complete project lifecycle.
  • Ensure projects achieve commercial, financial, quality, and operational objectives.
  • Monitor development budgets, feasibility studies, schedules, and overall project performance.
  • Identify potential project risks and coordinate appropriate solutions.

Consultant Selection & Management

  • Prepare and issue Requests for Proposals (RFPs) for design and professional consultancy services.
  • Evaluate consultant proposals and participate in selection and commercial negotiations.
  • Prepare documentation required for internal project approvals.
  • Monitor consultant performance, project deliverables, and agreed timelines.
  • Address performance gaps and implement corrective measures where necessary.

Design Development

  • Manage the design process from initial concept through detailed design.
  • Coordinate with architects, engineers, designers, and specialist consultants.
  • Ensure project designs remain aligned with the approved development vision.
  • Review project briefs and ensure required company standards are incorporated.
  • Monitor cost estimates to ensure designs remain within approved budgets.

Government & Authority Approvals

  • Coordinate with consultants to prepare documentation required by relevant Dubai authorities.
  • Track submissions, permits, NOCs, and other approvals.
  • Ensure regulatory approvals are obtained according to established project milestones.

Project Management

  • Work closely with project managers, consultants, contractors, and other stakeholders.
  • Monitor construction progress against approved schedules and budgets.
  • Ensure projects achieve required standards for quality, cost, timing, and commercial returns.
  • Coordinate communication between property owners, consultants, contractors, tenants, and other stakeholders.
  • Manage project changes and assess their impact on costs, schedules, and delivery.

Procurement & Commercial Coordination

  • Work with procurement teams to establish suitable procurement strategies.
  • Review tendering and contracting approaches for development projects.
  • Ensure procurement activities comply with internal policies and project requirements.
  • Support commercial decision-making throughout the development lifecycle.

Project Reporting & Financial Monitoring

  • Prepare regular reports covering construction progress, financial performance, risks, and milestones.
  • Coordinate monthly project control and management reports.
  • Maintain updated project feasibility assessments.
  • Prepare executive dashboards and development updates for senior management.
  • Monitor project expenditure against approved budgets.

Leasing & Tenant Coordination

  • Coordinate with leasing and tenant coordination teams throughout the development process.
  • Support tenant fit-out activities and resolve project-related issues.
  • Ensure retail units are handed over according to agreed schedules and lease commitments.
  • Coordinate activities between base-build contractors, tenant contractors, consultants, and project teams.

Project Handover

  • Manage the final handover of completed developments to asset owners.
  • Ensure project commitments and contractual requirements are completed before handover.
  • Coordinate inspections, quality checks, documentation, and final approvals.
  • Support project closeout and ensure outstanding issues are resolved.

Leadership & Team Management

  • Lead and coordinate multidisciplinary consultant and project teams.
  • Conduct regular performance and progress reviews.
  • Identify project delivery issues and establish corrective action plans.
  • Motivate internal teams and external consultants to achieve project objectives.
  • Maintain effective communication with senior management and key stakeholders.

Required Skills
