Serco Middle East are looking for experienced Air Traffic Controllers adept with working busy and complex traffic to service our Customers and further develop the ATC Industry in the Middle East. Successful Air Traffic Controllers are hired across our contracts in the United Arab Emirates (Dubai & Sharjah) as well as Iraq (Baghdad).Acquiring new business is essential to Serco’s success, and as such, this role provides procurement support to strategically important bids across Serco’s Middle East Division. In this role you will be expected to understand the business requirements across all business units via early engagement with the Growth Team and key internal stakeholders to define procurement strategies to enable bids & transitions to offer compelling solutions and competitive pricing to the end customer, through optimizer costs, innovation and quality, whilst minimizing Serco’s delivery risks, ultimately translating into profitable new business.

The ideal candidate should possess strong business acumen with excellent negotiation skills and ability to manage the ambiguities that are often a feature of bids and to differentiate between the “vital few” and the “trivial many” issues and act accordingly to deliver within client-imposed timescales.
Provides the key interface between a specific Bid Team and the relevant Category team within Global Procurement.
Responsible within a bid team for interpreting and helping facilitate the thinking around client requirements, assisting estimators with estimating the
Ensure that all bid sourcing activity complies to Procurement governance, including appropriate due diligence and supplier registration activities.
Captures the knowledge developed during the bid (cost estimates, specifications, benchmarking information, assumptions, market assessments, procurement-related bid responses) for reuse on similar future bids.
Proposes and undertakes initiatives and activities to develop Serco’s supply base.
volumes and benchmarking the price of outsource service lines; assisting solutions developers in clarifying client requirements into specifications for suppliers; obtaining & negotiating suppliers’ commercial proposals whilst managing contractual risks; and delivering to client timescales.
Ensures bid alignment with Serco’s evolving procurement category strategies.
Facilitates appropriate supplier / cross-functional workshops to seek and implement innovative and value adding proposals from suppliers.
Supports the bid team in drafting compelling bid responses to procurement & supply chain related responses, collaborating with technical / operation, legal & commercial colleagues as necessary to provide the optimal responses.
Graduate caliber with a bachelor’s degree or extensive experience (7+ years) within a similar environment within an organization procurement function is high on the maturity curve.
Strong Experience across a range of categories: Facilities Management (Hard & Soft), Engineering, ICT and/or Professional Services, Fire & Rescue Services and International Logistics.
Experience of risk identification, evaluation and mitigation and liaison with legal support to develop appropriate contractual protections for bids.
Post-graduate qualification (e.g., MSc/MBA) or a professional qualification such as MCIPS or studying towards (Preferred)
Ability to engage credibly with senior whose stakeholders, developing and maintaining strong stakeholder relationships across a complex matrix organization.
Experience of working in Procurement in the Middle East, particularly KSA is critical, along with strong knowledge of the supply base and market drivers in the major territories.
