A leading organization in Dubai, United Arab Emirates is seeking a Manager, HR & Administration to lead HR operations, talent acquisition, employee engagement, learning and development, facilities management, and administrative services.

In this leadership role, you will oversee end-to-end HR functions while ensuring compliance with labor regulations, improving operational efficiency, and creating a productive work environment that supports business growth.

Key Responsibilities

HR Operations & Talent Acquisition

  • Manage recruitment, workforce planning, and position management.
  • Oversee candidate sourcing, interviews, hiring, onboarding, and HR system updates.
  • Ensure employment contracts and manpower agreements comply with company policies and legal requirements.
  • Monitor onboarding processes and improve new employee retention.

Employee Relations

  • Handle employee relations, grievances, disciplinary actions, and workplace investigations.
  • Ensure compliance with company policies and labor regulations.
  • Provide HR guidance and support to managers and department heads.

Learning & Development

  • Identify organizational training needs.
  • Coordinate employee training programs, workshops, and development initiatives.
  • Monitor training effectiveness and maintain learning records.

Office & Administration Management

  • Manage office facilities, workspace planning, and administrative operations.
  • Supervise office supplies, utilities, and vendor contracts.
  • Improve workplace efficiency and monitor operational expenses.

Reception & Visitor Services

  • Ensure professional reception operations and visitor management.
  • Maintain access control procedures and workplace security standards.

Facilities & Employee Services

  • Manage employee accommodation, transportation, and housing services.
  • Coordinate maintenance activities for office buildings and infrastructure.
  • Ensure facilities comply with health, safety, and environmental regulations.

Security & Compliance

  • Oversee physical security systems, surveillance, and access control.
  • Coordinate emergency response procedures and incident management.
  • Ensure compliance with HSE standards and company policies.

Leadership & Business Improvement

  • Lead HR and administration teams to achieve business objectives.
  • Manage departmental budgets and operational costs.
  • Develop HR policies, procedures, and process improvements.
  • Promote HR digital transformation and automation initiatives.
  • Prepare management reports and support strategic business planning.

Qualifications

  • Bachelor’s Degree in Human Resources, Business Administration, or a related field.
  • Professional HR certifications are an advantage.

Experience

  • 6–10 years of experience in Human Resources and Administration.
  • Previous experience in HR operations, employee relations, administration, and facilities management.
  • Leadership experience managing HR teams is preferred.
