Job Overview
The FM Engineer is responsible for managing the technical operations, maintenance, and overall performance of building facilities and MEP infrastructure across commercial, residential, retail, healthcare, or mixed-use properties in Dubai. The role focuses on maintaining reliable building systems, improving energy efficiency, ensuring asset performance, and meeting SLA, KPI, safety, and regulatory requirements.
The position oversees hard services operations, preventive maintenance activities, technical inspections, Building Management System (BMS) monitoring, asset lifecycle planning, and subcontractor performance.
Key Responsibilities
1. Facilities Operations & MEP Asset Management
- Manage the day-to-day operation and maintenance of critical building systems and MEP infrastructure.
- Oversee major assets including chillers, AHUs, FCUs, pumps, generators, transformers, LV switchgear, fire protection systems, and associated equipment.
- Monitor equipment performance and ensure high levels of system availability and operational reliability.
- Coordinate with maintenance teams and service providers to resolve technical issues and equipment failures.
- Ensure all hard services activities are completed according to approved procedures, quality standards, and service requirements.
2. Planned Preventive Maintenance (PPM)
- Develop, schedule, and monitor Planned Preventive Maintenance (PPM) programs for building assets.
- Ensure preventive maintenance activities are completed within approved schedules and service-level requirements.
- Review maintenance records and identify recurring equipment problems or performance issues.
- Support corrective and reactive maintenance activities to minimize equipment downtime.
- Recommend maintenance improvements to increase equipment reliability and extend asset life.
3. BMS & Building Systems Monitoring
- Monitor Building Management Systems (BMS/BAS) to assess building conditions and equipment performance.
- Track temperature, indoor environmental conditions, energy consumption, utility usage, and critical system alarms.
- Identify abnormal operating conditions and coordinate timely corrective action.
- Support energy-efficiency initiatives through effective monitoring and optimization of building systems.
- Maintain accurate operational records and technical reports related to BMS and facility performance.
4. Asset Condition & Lifecycle Management
- Conduct regular inspections and technical condition assessments of building assets.
- Identify equipment requiring repair, refurbishment, replacement, or major overhaul.
- Carry out or coordinate Root Cause Analysis (RCA) for significant equipment failures and recurring breakdowns.
- Provide technical input for CAPEX planning, asset replacement, and lifecycle management.
- Maintain updated asset information and support long-term facility maintenance strategies.
5. Contractor & Service Provider Management
- Monitor the performance of MEP and facilities management subcontractors.
- Ensure contractors meet agreed SLA, KPI, safety, quality, and maintenance requirements.
- Review service reports, maintenance records, and technical documentation submitted by contractors.
- Coordinate maintenance schedules and ensure work is completed with minimum disruption to building occupants.
- Escalate recurring performance issues and support corrective improvement plans.
6. Health, Safety & Compliance
- Ensure facility engineering and maintenance activities comply with applicable UAE regulations, authority requirements, HSE procedures, and site standards.
- Promote safe working practices during maintenance, inspection, and repair activities.
- Support technical audits, statutory inspections, and compliance assessments.
- Ensure maintenance documentation, permits, risk assessments, and technical records are properly maintained.
- Report unsafe conditions, equipment risks, and major technical issues to the relevant management team.
Required Experience & Qualifications
- 4 to 7 years of experience in Facilities Management, MEP engineering, building services, or technical operations.
- Experience managing hard services and MEP systems within large-scale facilities.
- Previous experience in commercial buildings, residential communities, shopping malls, hospitals, mixed-use developments, or similar properties is preferred.
- Strong practical knowledge of mechanical, electrical, and plumbing systems.
- Experience with PPM, reactive maintenance, BMS/BAS, asset management, energy monitoring, and technical audits.
- Experience managing maintenance contractors and subcontractors.
- Knowledge of UAE safety standards, facility regulations, and authority requirements is advantageous.
